skin discoloration

i had surgery to remove a tiny black birthmark from my right cheek here in belize but for some reason mederma scar cream that has spf 30 isnt available for some reason! the surgical scar for some reason became a darkened red color and now have been seeking the opinion of skin experts the world over and most have said kind of the same thing, a laser. to use some kind of laser be it fraxel, v beam, pico4, alex trivantage, ect......... to remove the darkened red color that is highlighted in a tiny square like incision on my right cheek, will a laser be able to remove the discoloration on that scar that became a darkened red color since i didnt use mederma or not but 100%???????????? what is the solution to my problem??????????? can a skin discoloration expert please tell me. rsvp. thanks.
