Dry scaley feet with bumps?????

It could be several things. It could be an allergic reaction, psoriasis, eczema, or warts. Have you soaked in epsom salt? You can also moisturize with coconut oil. Keep hydrated, atleast 8 cups of water a day and cut back on sugary and processed foods and starches. Also, clean socks! Don't keep sweaty socks on all day and wash your feet every day.
