What is with these bumps??

I've really been wondering this for a while. Well, actually from whenever I found them. But there are these strange white bumps around the very tip of my penis. Though you have to pull the foreskin back most of the way to see them. They don't cause any pain at all, but it does come with a small red rash around it. It doesn't do anything else but just sit there and look strange. I really want to figure what's wrong. Please reply!

How old r u? Since when have u had this?
Any sexual history?
Are they increasing in size?
Where actually on tip?
Are those small red rash around it always there?
Can u post the pic if possible... There are several conditions that can resemble the bumps like u say, most of the condition ar harmless and most common is Fordyce spots..

I'm 15 and I just now noticed these bumps and I have had no sexual activity yet. They aren't increasing in size at all. The white bumps are always on there but the rash doesn't always appear. And I know I don't have those Fordyce Spots (and I know I have those and they're harmless).

Sorry for late reply... Actually was waiting for ur pics.. As there are several condition that can appear as white bumps on penis..so a pic could do justice in diagnosis... Could be pearly penile papules, milia, syringoma, fordyce spots...and so on... So if u could provide a clear pic, diagnosis may be possible..
