i am guessing it is dry skin. see if moisturizing your skin will help. you could also have a build up of dead skin on your arms. you could use aha once a day to help rid you of dead skin cells.
Over the last year I've notice that on the untanned areas of my arms there are a lot of tiny crinkly looking very small wrinkles. Sometimes they are more apparent than at other times and are only noticable in certain light...I'm wondering if these are normal or something that can be cleared up by a dietary change. I'm 56 so expect to get normal wrinkles but this just looks odd.

If it is dry skin you could also use a moisturing body scrub in the shower, this would also remove dead skin cells and follow-up with a good body lotion afterwards.

It may be due to sun damage and due to change of whether. so, you can follow-up with a light coating of Emu oil. It moisturizes the skin and give a charm and shining skin.
I use rosehip and emu oil. A little goes a long way. I also love unrefined shea butter. It has many uses but I find its ideal as a moisturiser.
