Why don't you use Vitamin E cream before going to sleep? I have tried it, and its power is amazing to keep your skin moisture. It's moisture enough and no too much to wet. You apply it on face and in the morning, you re-wash with warm water.
This really cheap and easy to use. Because you want to keep moisture while putting on make up layers, you can apply it on too.

Soothe moisture replenishing cream by Rodan + Fields, super hydrating but nice and light so
it doesn't clog pores or cause breakouts. It contains natural oils, skin conditioners and chamomile.
It's excellent for sensitive skin as well!

Perhaps you can try the following:

    1) Include food with omega-3 in diet. These would include salmon, walnuts, soybeans.
    2) Drink sufficient water so that one is well hydrated internally.
    3) Dont over wash face because that may strip off the natural oil in our skin.
    4) Put moisture back by using a good moisturizer with at least SPF 30 sun protection. I was recommended this by friends
    5) Continue to exfoliation skin (roughly once a week) to get rid of dry skin.

i agree with the suggestion of Lee Ching.
in addition you should use home made moisturizing lotion that contain glycerin, rose water and lemon juice.
u cant also add almond oil in it. this is good moisturizer for winter as i personally used it and it works.

I would suggest you organic Visalift miracle serum to overcome dry skin problems. It is known as a super antioxidant face plumping organic formula that hydrates dry skin instantly, boost collagen production, improved skin firming and revitalized youthful complexion.
