Hydroquinine and its percentage

Hydroquinine is an important ingredient in any whitening cream. Its percentage also very much matters. The permissible percentage is say 2. More than 2 per cent of its presence in the cream may not bring about the desired results. What do you think?

i compound this in my pharmacy as prescriptions from doctors. usually i make 4% cream. i don't think this is for all over use. i think mostly women get it for spots from aging.
