Help me please!!

Hi!!

I have been suffering from a skin condition for last 2+ years now. I have a brownish rash on my upper arms and around my neck. The rash is very dry and extremely itchy sometimes. It feels especially itchy when my arms are wet. I have shown myself to numerous dermatologists and no one could help. I have tried several creams/gels, special medicated soaps and also some aqueous creams instead of soaps - unfortunately nothing has worked. I also showed myself to an immunologist and was checked for different food allergies, but all turned out to be negative.

I am open to any advice and suggestions you can give me.
