Do i have skin cancer?

So I picked my acne on my neck a few months and now it looks like this 2450

It looks like ringworm and when I touch my neck it feels like its just skin like its even with the rest of my skin. The problem is it won't scab it was scabbing but I just tore it off and it was even with my skin level! DOES ANYONE KNOW WHAT THIS IS? IS THIS SKIN CANCER?
