Maybe the tittle sounds good, but it is going to dammage many small businesses because some idiots are making some cheap cosmetic made with harmful ingredients.

The hidden part is the high registration fees, creation of labels for each product, and analyses. If passed it will harmer hard small businesses already affected by the economic crisis. If some corporations and watch dog agencies are going to support this legislation that's a good way to eliminate the competition. Big brands will not only win with their money power by copying the small business products, but they will completly wipe out thousands of artisans and small businesses, like manufacturers, operators, distributors, and retailers.

SEC. 612. REGISTRATION OF ESTABLISHMENTS AND REGISTRATION FEES

Consequently, consumers will pay more without knowing the truth if the ingredients authorized are safe. We all know that the FDA is sponsorized by lobbysts (private corporations).
