Difference between Concealer and Foundation

I know both are consider as make ups but what are they specially used for.. any difference in them.

Foundation is for your whole face and concealer used in under-eye circles, blemishes, discoloration which your foundation doesn't cover.

I have found that the gold toned concealer is much better to hide dark circles under the eyes than the ones that look like foundation. The one that looks like foundation is more for blemishes or maybe to try to cover up pitting or scars.
