I am a male , 21. I have hair on my upper parts of cheeks. And even very slight
short hairs on both sides of forehead.
Please can anyone suggest me how can i remove it in a proper way..

you can try threading or waxing they are simple and effective methods.

Yeah all the things that Sabina has listed would be good, but if you want to get rid of those hairs permanently give laser hair removal a go.
I'm not quite sure how much that costs, but if you can financially afford it, then you should definitely try it. However I have heard that it's not good to be overusing the laser because it gives off a small amount of radiation. Don't take my word for it though.
laser hair removal would be best,but waxing for small proportion of unwanted hair is better i feel

I heard waxing on the face can cause physical damage. Is that true? I wish I could remove my facial hair all together! I wonder if this apply to the forehead.

just shave it off surely it cant be thick hair. obviously laser treatment will permanently get rid of it but seems a little dramatic

Waxing would be the best method but if you have soft skin then it would not be advisable.
