The skin on my friend’s cheeks is dry but she cannot use a cream, as the forehead, nose and chin are quite oily. How can she care for all areas of her face?

She can treat the oily areas with a bit of scrub or an oil free cleanser that is gentle. I like to cleanse with home made goats milk soap. This is very very gentle on the skin and works for both types of skin as well.
I would use a toner on the areas that are a bit oily or astringent sparingly and then apply a good over all oil free lotion or natural butter at night.

It seems like she has what is called combination skin, as a lot of people do. I'd recommend using a facial wash formulated for combination skin. Many products have a complete line of skin care for combination skin. It may cost a little more as you won't find any drugstore brands that carry this specialized line, but it will definitely help.

I have very oily skin too! And I use the worlds cheapest cleaner that most only use to wash away infectious scabs and scrapes. I use isopropryl alcohol (you know the one in the clear bottle). I use it every day. Take a cotton ball, damp it, whipe, whipe, whipe, throw away, repeat once more. Ta da! A clean face! Then the most important thing to remember is with oily skin you should NOT use moist or wet foundations or concealer!! That's a pore cloger!! Just use powder, blush, and a bronzer. Try the bronzing beads. You can buy those at a CVS, Walgreens, and even Mary Kay!
